God did in fact allow divorce under Moses. We are not under Moses anymore. We are under Jesus and his higher-standard NT.
Jesus changed the law. Heb 7:12.
Jesus abolished Dt 24:1-4 by citing a higher law established at creation BEFORE the fall. Why? Because he came to redeem man from his fallen state. The higher standard as established before the fall is thereby afforded to the regenerated. The risen in Christ will rejoice at his higher standard. Luke 16:18 1 Cor 7:38. "Till death do them part"
John 1:17 Gal 3:19 Heb 9:9,10 2 Cor 3:11-13.
The exception clause of Matt 5:31,32 19:9 can be shown to be what is called a "non restrictive/non essential" element in the sentences. That explains why it is left out with no serious consequences. The exception clause amounts to merely ending engagement. Yes, it is OK to "divorce" from engagement, as the word was used back then. "Husband" and "wife" was also used liberally to describe the engaged couple. Jesus' prohibition of husbands divorcing their wives does NOT extend to that kind of husband (the engaged husband) from "divorcing" that kind of wife (the engaged wife).
